Within the framework of the Green Spirit Prespa project, supported by the Delegation of the European Union to North Macedonia and implemented by Go Green, NAITM, Rural Women of Prespa and Spirit of Prespa, a public call is announced for the selection of a tour operator with expertise in MICE and incoming tourism.
The objective of this call is to select a partner who will support the organization and implementation of project activities aimed at developing sustainable and thematic tourism in the Prespa region, with a focus on astronomy, gastronomy and birdwatching, and the promotion of incoming tourism.
Planned Activities
1. FAM Tour for European Tour Operators and Networking Event
End of April 2026
The project foresees the organization of an educational FAM tour (Familiarization trip) for 10 European tour operators specialized in gastronomy, astronomy and birdwatching, as well as a networking event in the Prespa region.
The activities include:
- Organization of a 5-day thematic FAM tour
- A networking event and presentation “bazaar” connecting tour operators with local tourism stakeholders
- Development of a thematic program in cooperation with the project team
The financial offer should include:
- Air tickets for participants from EU countries (10 round-trip air tickets from EU countries to N. Macedonia)
- Transportation and transfers throughout the tour
- Accommodation (single rooms, 4 nights)
- Meals for participants, project team, guides and drivers
- Licensed tourist guides in relevant languages (Spanish, Italian, French, German or English)
- Venue rental for the networking event and coffee break
2. FAM Tour for Local and Regional Tour Operators and Conference
End of October 2026
In the second phase of the project, an educational FAM tour for 5 local and regional tour operators will be organized together with a conference dedicated to tourism development in the Prespa region.
The activities include:
- Organization of a 5-day thematic FAM tour
- Transportation and logistics for participants throughout the tour
- Accommodation (single rooms, 4 nights)
- Meals for participants, project team, guides and drivers
- Tourist guide services for total 5 days
The financial offer should also include:
- Conference venue rental
- Coffee breaks and cocktail reception
- Speakers’ fees and related costs
- Transportation for participants during the conference, organization of tourism presentation bazar
The final format, program and scope of the activities will be further developed in cooperation with the selected tour operator.
Scope of Engagement
The selected tour operator will be responsible for:
- Full logistical organization (flights, accommodation, transportation, restaurants and venues)
- Preparation of the thematic program in cooperation with the project team
- Communication and coordination with participants and local partners
- Engagement and management of tourist guides
- Timely reporting and documentation of activities
- Financial reporting and submission of fiscal documentation
Eligibility Criteria
Applicants must:
- Be registered tour operators with a valid license
- Have at least 3 years of experience in incoming tourism and/or the MICE segment
- Have proven experience in organizing at least 2 FAM tours or business events/conferences within the past three years
- Possess adequate operational capacities (staff and technical resources) for the implementation of the activities
- Demonstrate interest in developing sustainable and thematic tourism

- Technical proposal outlining the methodology and approach
- Financial proposal with detailed cost breakdown per item and operator commission
